Officials with the Boone County Sheriff's Department have released dash cam footage and radio traffic from a deputy-involved shooting incident that left Samantha Ramsey, 19, dead early Saturday morning.
Deputy Tyler Brockman was on another call on River Road before investigating a field party further down the road where Ramsey was located. One thing led to another, and that's when officials say Brockman fired four shots, killing Ramsey.
"While he was en route to that accident, he finds somebody walking down the road that he stops and checks out. From that, he learns about this field party up the road," said Tom Scheben with the Boone County Sheriff's Department.
In the video, Brockman talks to the driver of one vehicle, and then lets them go. Eventually, he engages the driver of another car turning out to be Samantha Ramsey. She pulls into the road and leaves the camera's view. A "shots fired" call by Brockman is then heard over the radio.
"Exactly what ensues, we don't know. Deputy Brockman ended up on the hood of her car. He feared for his life. He shot four rounds through the windshield," said Scheben.
Scheben said Ramsey hit the brakes, Brockman fell off the car and Ramsey backs into a ditch. She later died at St. Elizabeth in Florence. Brockman was treated for a leg injury at another hospital.
"I need more units! I just got hit by a car," said Brockman over his radio.
Officials said if an officer feels their life is in danger, by law, deadly force can be justified. That's why an investigation is underway. Scheben said the department owes this to Brockman, as well as Ramsey's family.
"A young lady lost her life. A deputy felt like he was going to lose his life. There's just no winners in this," said Scheben.
Brockman is on paid leave while that investigation continues.
FOX19 went to the home of Samantha's mother, Brandi Stewart, on Monday. We were told by someone at the home in Covington that she's been advised by an attorney not to comment.
Scheben said the dash cam has a microphone but it was not working.
