“It was pretty brazen that he did it right in the open like this,” Springfield police Sgt. John Delaney said.
The footage shows Cartmill ignite the dumpster using a cigarette lighter and then walk away. He noticed and acknowledged the surveillance camera as he escaped the scene and within minutes the dumpster was blazing.
The Springfield Fire Department rushed to the scene to extinguish the flames.
“Our arson squad then responded, looked at the video, people inside who work here looked at the video and he was positively identified as a person committing this arson,” Delaney said.
Cartmill was nowhere to be found.
“He is somewhere in the city of Springfield. Our warrant apprehension unit are having trouble locating him because he doesn't have a permanent address. But he is around. He is staying at somebody's house he is staying in western Massachusetts. Someone knows where he is,” Delaney said.

Police said Cartmill is no stranger to them, but they do need your help finding him to lead to an arrest of another one of Springfield's most wanted.
